125 employees of the Partnership improved their qualification without any financial costs

Ability to work with all kinds of documents, including writing business letters is one of the most important qualification requirements for an employee of any organization.


A business letter is the most common and accessible type of communication. Based on how written and how the letter is made can affect not only the business image of the employee, but also the image of the organization as a whole.


In order to improve the quality of work with documents in Kazakhstan China Pipeline LLP (the Partnership), Rules for recording and documentation management was developed and approved by the decision of the Board (Minutes No. 26-2016 dated November 22, 2016).


The documentation rules were also translated into English and published as a brochure.


The employees of Document Control Office have organized and conducted a number of presentations of the Rules of Documentationin 2017. In addition, training courses were held in each department of the Partnership regarding preparation of the main documents: business letters, orders, acts, protocols, powers of attorney and other types of documents, including on compilation methods, processing, approval and translation, as well as on performance discipline in working with documents.


To fix the knowledge of the Partnership employees regarding documentation and records management and pursuant to order No. 24/48 "On Testing Knowledge of the Rules for recording and documentation management in Kazakhstan China Pipeline LLP"dated August 18, 2017, Document Control Office has developed 3 versions of test assignments and 3 versions of answers (total of 90 questions and 270 answers to them).


In accordance with the approved schedule, in August 2017, testing of employees of all departments of the Partnership was conducted in August of 2017. Each employee answered to one of the testing versions (30 questions).


125 employees of the Partnershiphave participated in the testing processes.


Analysis of the testing showed the following results (correct answers):


68 employees - 30 scores;


28 employees - 29 scores;


16 employees - 28 scores;


7 employees - 27 scores;


5 employees - 26 scores;


1 employee - 23 scores.


The following Partnership departments came up with the best results:


Finance Department (average score - 30);


Tariff Regulation Department (average score - 30);


Legal Department (average score - 29,8);


Budgeting and Economic Analysis Department - (average score - 29,8);


Secretariat of the Partnership management - (average score - 29,7);


PCS and Communication Department -  (average score - 29,6). 


Mrs. G. Sauranbayeva, advisor to the First Deputy General Director has answered to all three testing versions (90 questions) within 45 minutes  (time allotted for answers to 30 questions), the testing results is 87 correct answers.


Moreover, Mr. Wang Jung, manager of HSE Department, a citizen of the People’s Republic of China has taken part in the testing, who gave 30 correct answers to 30 questions.


Ms. A. Mynbayeva, specialist of Budgeting and Economic Analysis Department in her free time, helped her colleagues prepare for testing - advised on complex issues of record keeping and management of documentation. As a result, 4 employees of the department received 30 scores on testing, 1 employee - 29 scores.


Also, three additional tests were conducted for the employees of the Partnership who did not take part in the testing (according to the schedule) because of illness, on labor or on study leave.


Considering that the ability to work with documents serves not only as an indicator of professionalism and business culture of every employee, but also is the part of the business image of the Partnership, it was decided to conduct once a month training sessions on the issues of record keeping for newly admitted employees of the Partnership.


The complex of activities for studying the Rules for recording and documentation management in the Partnership enabled the employees of Document Control Office to quickly improve the professional skills in the field of recordkeeping at once to 125 employees of the company and, importantly, during the optimization of processes and financial means, the training did not entail any additional financial costs for the Partnership.
